Test & Evaluation (T&E) and Sample Requests Policy

MED-TAC International supports legitimate agency and organizational trials that inform real procurement decisions—while protecting inventory from unofficial or non-serious requests.

1) Purpose

Enable bona fide trials that lead to purchasing decisions and prevent inventory loss from unofficial or personal “tryouts.”

2) Scope

Applies to all requests for free or discounted products for testing, evaluation, media review, giveaways, or charity.

3) Definitions

  • Agency/Unit: Government, military, law enforcement, EMS/fire, or corporate buyer with a defined chain of authority.
  • Official T&E: A time-bounded trial requested or approved in writing by a person with purchasing authority or their designated program lead.
  • Loaner Kit: Returnable equipment issued for a defined T&E window.
  • Evaluation Sample: Discounted/marked unit for destructive or extended testing (not for resale).
  • Reviewer/Media: Independent outlet or creator with demonstrable audience and editorial standards.

4) Eligibility & Verification (required)

All requests must include:

  1. Official email (no webmail) + full signature block.
  2. Proof of authority (choose one): approving officer/section lead cc’d, endorsement on unit letterhead, or procurement POC with contact info.
  3. T&E plan at a glance: objectives, products & qty, test environment, success criteria, and decision date.
  4. Procurement intent signal: estimated quantity/phase, budget window, and whether funding is allocated or contingent.
  5. For U.S. Gov/DoD (if applicable): unit/agency identifiers (e.g., CAGE, D-U-N-S, SAM).
  6. Shipping destination: business/agency address only; export compliance affirmation (ITAR/EAR where applicable).
Note: Requests missing these items will be declined or redirected to a paid Loaner/Eval option.

5) What We Offer (three pathways)

Loaner T&E Kit
  • Who qualifies: Verified agencies/units with near-term procurement decisions.
  • Term: 30 days from delivery (extensions by written approval).
  • Security: Fully refundable deposit or signed loan agreement; items are serialized and must be returned in good condition (normal wear OK).
  • Return: Prepaid label provided; missing/damaged items billed at replacement cost.
Evaluation Sample Purchase
  • Pricing: Evaluation pricing (typically 10–25% off MSRP; case-by-case).
  • Marking: Units may be labeled “EVT / Not for Resale.”
  • Credit: If production quantity is purchased within 90 days, we apply a sample-credit (e.g., up to one eval unit) to the first PO.
Media/Reviewer
  • Considered for established outlets; provide reach metrics and editorial calendar.
  • Samples are typically loaners; long-term keeps require a publish date and disclosure standards.
  • No pay-for-praise arrangements; we do not participate in “guaranteed positive” coverage.

6) Request & Approval Workflow

  1. Submit via official email with all items in Section 4.
  2. We review within 5–7 business days and may verify via procurement/letterhead.
  3. If approved, we issue: (a) Loan Agreement + deposit link, or (b) an Eval Quote with pricing/credit terms.
  4. Ship-to: agency/business addresses only (no residential).
  5. Post-T&E debrief required (2–3 pages or our debrief form with photos). Public use of findings requires mutual written permission.

7) Limits & Exclusions

  • Unofficial/personal “tryouts,” hobbyist, or “info-gathering only” requests are not eligible for free samples; please purchase retail.
  • Consumables (e.g., hemostatics and disposables) are generally not provided free; some may be included in a Loaner Training Kit for demo only.
  • Giveaways/charity are handled under our Community Support guidelines with capped budgets.
  • Requests from free webmail domains, unverifiable affiliations, or without decision authority are declined.

8) Compliance, Safety & Export

  • Users must follow applicable medical/operational guidelines and training requirements.
  • Items subject to ITAR/EAR or other restrictions require additional screening; we may refuse/recall at our discretion.
  • Field use during T&E must comply with your organization’s policies and command approval.

9) Data & Feedback

Required debrief covers: test conditions, user roles, failure modes, maintenance notes, and pass/fail against your success criteria. We may request anonymized findings for internal quality improvement.

10) Privacy & Publicity

We won’t publish your unit name, insignia, or photos without written permission. Reviewers must disclose loaned or discounted samples per platform rules and applicable law.

11) Purchasing After T&E

  • For 90 days after your debrief, evaluation pricing and any sample-credit may apply to the first production PO.
  • Volume discounts, contract pricing, and cooperative purchasing vehicles are handled by our sales/contracts team.

Ship To: Agency/business address. Export compliance affirmed (ITAR/EAR if applicable).
Pathway: Loaner T&E Kit (deposit + return) OR Evaluation Sample Purchase OR Media/Reviewer.
Notes: Destructive vs. non-destructive, willingness to provide deposit/accept loan terms, agree to debrief.
