Tourniquet application is a trained skill taught at every responder level, and the dispenser is designed to be worked one-handed — but it still has to be rehearsed on the carrier it is mounted to. Anything beyond hemorrhage control depends on what is actually in the individual kit, which this page does not establish. TacMed requires professional identification before shipping body armor.

NFPA 3000™ — Standard for an Active Shooter/Hostile Event Response (ASHER) Program — sets competency requirements for fire, EMS and law enforcement responders across threat zones. The individual responder requirements it describes are personal protective equipment rated for the threat environment, a tourniquet for immediate extremity hemorrhage control, and individual trauma supplies for self- and buddy care.

This system addresses all three in a single procured unit. NFPA 3000 is a program standard, not a product certification: No equipment package holds certification to it, and compliance is a property of an agency’s program. Whether this system satisfies a particular agency’s plan is a decision for that agency.

Yes. The TacMed Critical Event Response System – Individual is designed to meet and exceed NFPA 3000™ individual responder requirements for active shooter and hostile event response. NFPA 3000™ requires personal protective equipment rated for the threat zone, a tourniquet, and individual trauma supplies for self/buddy care — all three are addressed by this system. Agencies implementing NFPA 3000™ compliance programs can specify the CERS-Individual as their individual responder package.

What level of ballistic protection does the CERS-Individual provide?

The CERS-Individual includes a TacMed™ Responder Plate Carrier loaded with NIJ-certified Level IIIA soft armor panels. Level IIIA soft armor protects against handgun calibers up to .44 Magnum, including 9mm, .40 S&W, .45 ACP, and .357 SIG. For rifle-rated protection, the carrier can additionally accommodate 10"×12" hard armor plates. The Level IIIA configuration keeps the system weight manageable for EMS and RTF personnel who also carry medical equipment.

Can the CERS-Individual be pre-staged for multiple users?

Yes. The Responder Plate Carrier's one-size-fits-most design — with hook-and-loop shoulder strap adjustment and waistband buckles extending to 61" circumference — allows the pre-assembled system to be staged in a vehicle, station, or storage bay and rapidly donned by any responding team member without size-matching. This makes the CERS-Individual well-suited for cross-shift staging, vehicle trunk deployment, and rapid-response scenarios where personnel vary by shift.

How does the CERS-Individual differ from the CERS-Rescue?

The CERS-Individual (SKU 80-0041) is configured for a single responder's self- and buddy-care needs: one carrier with soft armor, two tourniquets via the Universal Tourniquet Dispenser, and one Critical Event Individual Kit. The CERS-Rescue (SKU 80-0039) adds a Critical Event Rescue Kit — a larger Signature Series Med-Pack with four tourniquets, four bandages, four NPAs, two chest seals, and a Foxtrot® DA Litter — providing multi-casualty treatment and evacuation capability for medic-level responders.

Does the CERS Individual include hard plates or only soft armor?
