CoTCCC recommendation applies to the C-A-T® tourniquet and QuikClot® Combat Gauze LE. It does not extend to the HALO® seals, the decompression needles, the Israeli bandages or the compressed gauze — the HALO® seals in particular are not on the recommended-device list this programme verifies against, so no annotation is applied to either the vented or non-vented version. Correct the capacity claim before you plan around it: the legacy listing said the kit covers “up to 11 patients” and “11 casualties across the tourniquet supply alone”, but the six blow-out modules contain no tourniquets. There are five tourniquets, in the main kit. Eleven is the hemostatic-gauze count. The limiting numbers are 5 tourniquets, 8 chest seals and 4 decompression needles. Nasal airway placement and needle decompression are provider-scope interventions for personnel trained and authorized to perform them, and this kit mixes them with items any trained responder can use — brief your people on which is which.

The responder PPE is not padding. Five N95 masks and five pairs of safety glasses are there because a multi-patient bleeding scene is a splash environment, and the person who stops working to find eye protection has stopped working.
