PRODUCT INFORMATION
⚠ EXPORT COMPLIANCE NOTICE — READ BEFORE ORDERING INTERNATIONALLY

North American Rescue (NAR) products are NOT available for international export.

Every HOBAG kit shipped outside the United States — except to APO/FPO addresses (US military overseas) — will have all NAR-branded components substituted with functional equivalents from alternative CoTCCC-recommended manufacturers. Substitutions maintain doctrinal integrity but exact brand-name matching to the US-domestic PDP cannot be guaranteed for international destinations.

Affected NAR components (substituted for international orders):

  • NAR™ CAT® Gen 7 Tourniquet → substituted with TacMed™ SOF-T® Wide or equivalent CoTCCC-recommended windlass tourniquet
  • HyFin® Vent Twin Chest Seal → substituted with alternative CoTCCC-recommended vented chest seal
  • 14 Ga ARS® Needle Decompression Catheter → substituted with alternative decompression catheter
  • NAR™ Tactical Suction (V-Vac) → substituted with alternative manual suction device
  • NAR™ Reinforced HRS Emergency Trauma Dressing → substituted with alternative junctional/emergency trauma dressing
  • Any other NAR-branded item in the kit → substituted with functional equivalent

By placing an order for international shipment, the customer acknowledges and accepts these substitutions. APO/FPO addresses are treated as US-domestic and receive the standard NAR-inclusive kit configuration.

International customers with specific brand or specification requirements: Contact info@tactical-medicine.com before ordering. Custom international quotes and specification confirmations available on request.

The HOBAG™ GARRISON · OP-LINE delivers full BLS-scope trauma capability on a purpose-built tactical aid bag: the 6:8 Medical Solutions M11 Modular Medical Aid Bag. Patented interlock retention board, full clamshell workspace, four exterior tourniquet holders for grab-and-go hemorrhage control, laser-cut MOLLE, and an integrated rear drag-litter pocket. Subdued colorways for the operator, LE patrol officer, range medic, or contractor whose operational signature requires low-visibility equipment.

Same BLS medical contents as the high-visibility MED-LINE — different chassis, different signal. Built for the audience that needs full BLS-scope trauma capability integrated with existing tactical load-bearing systems, plus a casualty-drag litter that stows in the bag itself.

FAQ

How is OP-LINE clinically different from MED-LINE?
It isn't. Identical BLS medical contents. OP-LINE ships on the 6:8 M11 tactical aid bag in subdued colors (Multicam, OD Green); MED-LINE ships in a high-visibility rescue configuration for EMS and civilian use.

Why the M11 for tactical use?
Four exterior tourniquet holders put hemorrhage control on the shell for Care Under Fire — no digging into the main compartment. The patented interlock board keeps every pouch fixed so nothing shifts during movement. The integrated rear litter pocket means casualty-drag capability rides with the bag. Laser-cut MOLLE integrates it with plate carriers, war belts, and vehicle stowage.

What audiences typically buy OP-LINE over MED-LINE?
Patrol-level LE officers, SWAT operators (as a secondary kit), range medics, contractor protective details, military reserve and National Guard medics, tactical training cadre, and federal LE personnel.

Why is this BLS instead of ALS?
GARRISON tier is BLS-scope across both bag platforms. Many operators in tactical environments are BLS or BLS-IV scope, not paramedic. GARRISON OP-LINE delivers maximum BLS-scope capability in the operationally-appropriate chassis. For ALS scope, see CITADEL OP-LINE.

Is the GARRISON OP-LINE HSA/FSA eligible?
Yes — the kit qualifies as a Health Savings Account / Flexible Spending Account-eligible medical preparedness purchase.

What training is recommended?
Bleeding Control (B-CON), TCCC-AC (All Combatants) or TECC, and BLS-CPR + AED. Start with the free MED-TAC field brief at tactical-medicine.com/brief for the doctrine baseline.

Evidence & Training Rationale

MARCH Protocol — BLS Scope. Contents reflect the BLS-scope portion of the MARCH protocol: Massive Hemorrhage, basic Airway, Respiration via vented chest seals, basic Circulation, and Hypothermia management. The kit fits BLS scope of practice without items the BLS responder cannot legally or competently deploy.

CoTCCC-Recommended Components. NAR CAT Gen 7 is one of the windlass tourniquets on the current CoTCCC-recommended list. QuikClot Combat Gauze is the CoTCCC-recommended hemostatic. HyFin Vent Twin is one of the CoTCCC-recommended vented chest seals.

Tactical Operational Signature. Equipment signal is itself a tactical risk factor. A high-visibility EMS-Red paramedic bag in a tactical environment can compromise the operational profile of the user, the team, and the mission. The OP-LINE chassis was selected specifically to deliver the same clinical capability in an operationally-appropriate wrapper.

Purpose-Built Medical Chassis. The 6:8 M11 was engineered around casualty-care failure modes: supplies that shift and can't be found under pressure, a bag that won't lie flat to work from, and tourniquet access that requires digging. Its interlock board, full clamshell workspace, four exterior tourniquet holders, and integrated drag-litter pocket answer each one. Kit-chassis performance under stress is a clinical variable — a fumbled deployment is a time penalty on hemorrhage control. The M11 is also SDVOSB-manufactured, keeping the sourcing chain veteran-owned end to end.

Competitive Comparison

vs. NAR-4 Tactical Medic Pack and Multi-Mission Trauma Pack: NAR chassis are excellent but typically ship empty or lightly filled, and don't integrate a drag litter. GARRISON OP-LINE delivers the complete BLS-grade fill on a purpose-built medical aid bag with a built-in casualty-drag pocket.

vs. CITADEL OP-LINE: GARRISON is BLS scope, CITADEL is ALS scope. For BLS-scope teams, GARRISON delivers everything you can deploy at a substantially lower price point.

vs. major commercial tactical kits: Many commercial tactical kits omit the BLS diagnostics suite or use private-label hemorrhage control components. GARRISON OP-LINE provides actual brand-named CoTCCC-recommended components plus a real BLS diagnostics suite.

vs. component self-assembly: Like-for-like assembly on the M11 chassis runs comparable in parts, plus 3–4 hours of procurement and the risk of mismatched or non-CoTCCC components — with no litter-pocket pairing and no single point of accountability.

Intended Audiences

  • Patrol LE officers (individual or supervisor-level vehicle kit)
  • SWAT team secondary kits and entry teams
  • Range medics and firearms training cadre
  • Federal LE patrol-level personnel
  • Contractor protective details and security teams
  • National Guard and military reserve medics at BLS scope
  • Tactical training cadre and program lead medics
