The SRO Individual Response Kit consolidates penetrating-trauma treatment and casualty extraction into one compact, duty-carry package. The hemorrhage-control core is a CoTCCC-recommended C-A-T® tourniquet, two packs of NAR Compressed Gauze for wound packing, and a 6″ Emergency Trauma Dressing for pressure bandaging. Penetrating chest wounds are covered by the HyFin® Vent Chest Seal Twin Pack — two vented seals to manage a hemopneumothorax. What sets the kit apart is the NAR Hasty Harness: a 22-foot sling of 1″ Tech Tape that configures for drag, assisted carry, hoist, and lower — so a single officer can move a downed student or staff member to safety without waiting for additional personnel. This reflects current Active Shooter / Hostile Event Response doctrine: rapid bleeding control, then immediate relocation to relative safety.
