A compact trauma kit that rides on body armor during active-threat response — stocked to treat traumatic, life-threatening injuries to yourself, another responder or a casualty on scene. It is built on the TacMed™ Signature Series OIFAK platform: adjustable internal panels keep the contents secured and organized, MOLLE straps on the back mount it to armor, and a hook-and-loop front panel with MOLLE cutouts takes an ID patch or added equipment. The three kits are built to work together: the Individual Kit is each responder's own self- and buddy-care kit, the Medic Kit adds multi-casualty capacity on the same armor, and the Rescue Kit adds four casualty sets and a litter for moving casualties out of the warm zone.

▾NFPA 3000™ Context

NFPA 3000™ — Standard for an Active Shooter/Hostile Event Response (ASHER) Program — sets competency requirements for fire, EMS and law enforcement responders across hot, warm and cold zones, including knowledge of the medical supplies and resources available for threat-based care. TacMed states that its Critical Event kits help agencies meet and exceed multiple NFPA 3000™ standards.

NFPA 3000™ is a program standard, not a product certification: no kit is certified to it, and conformance is a property of an agency's ASHER program. The kit supplies the equipment side; the agency's plan, training and incident command supply the rest.

Tourniquet application, wound packing and vented chest seals are point-of-wounding skills taught at every responder level. Train with the kit as it is mounted — reaching a pouch on your own armor with either hand is a drill, not an assumption.

What does the TacMed Critical Event Response System – Individual include?

The CERS-Individual (SKU 80-0041) includes three components: (1) the TacMed™ Responder Plate Carrier pre-loaded with NIJ-certified Level IIIA soft armor panels, (2) the Universal Tourniquet Dispenser with two SOF® Tourniquets mounted on the carrier's ID patch area, and (3) a Critical Event Individual Kit on the Signature Series OIFAK platform with MOLLE attachment straps. The complete system weighs 7.5 lbs and is Made in the USA.

Does the CERS-Individual meet NFPA 3000™ requirements?

Yes. The TacMed Critical Event Response System – Individual is designed to meet and exceed NFPA 3000™ individual responder requirements for active shooter and hostile event response. NFPA 3000™ requires personal protective equipment rated for the threat zone, a tourniquet, and individual trauma supplies for self/buddy care — all three are addressed by this system. Agencies implementing NFPA 3000™ compliance programs can specify the CERS-Individual as their individual responder package.

What level of ballistic protection does the CERS-Individual provide?

The CERS-Individual includes a TacMed™ Responder Plate Carrier loaded with NIJ-certified Level IIIA soft armor panels. Level IIIA soft armor protects against handgun calibers up to .44 Magnum, including 9mm, .40 S&W, .45 ACP, and .357 SIG. For rifle-rated protection, the carrier can additionally accommodate 10"×12" hard armor plates. The Level IIIA configuration keeps the system weight manageable for EMS and RTF personnel who also carry medical equipment.

Can the CERS-Individual be pre-staged for multiple users?

Yes. The Responder Plate Carrier's one-size-fits-most design — with hook-and-loop shoulder strap adjustment and waistband buckles extending to 61" circumference — allows the pre-assembled system to be staged in a vehicle, station, or storage bay and rapidly donned by any responding team member without size-matching. This makes the CERS-Individual well-suited for cross-shift staging, vehicle trunk deployment, and rapid-response scenarios where personnel vary by shift.

How does the CERS-Individual differ from the CERS-Rescue?

The CERS-Individual (SKU 80-0041) is configured for a single responder's self- and buddy-care needs: one carrier with soft armor, two tourniquets via the Universal Tourniquet Dispenser, and one Critical Event Individual Kit. The CERS-Rescue (SKU 80-0039) adds a Critical Event Rescue Kit — a larger Signature Series Med-Pack with four tourniquets, four bandages, four NPAs, two chest seals, and a Foxtrot® DA Litter — providing multi-casualty treatment and evacuation capability for medic-level responders.

Does the CERS Individual include hard plates or only soft armor?

The CERS – Individual includes front and back NIJ-certified Level IIIA soft armor panels in the Responder Plate Carrier. Level IIIA is rated for handgun rounds up to .44 Magnum. Hard plates (Level III/IV for rifle protection) are not included by default but the carrier can accept 10″×12″ shooter's-cut hard plates if upgraded. Contact TacMed for agency customization options.

What is the Universal Tourniquet Dispenser and how does it work on the CERS Individual?

The Universal Tourniquet Dispenser occupies the ID patch real estate on the front of the Responder Plate Carrier. Two SOF® Tourniquets are held behind a removable patch panel — each has a dedicated pull strap for independent ambidextrous release. The patch panel sits over the dispenser, preserving the visual appearance of a standard patch while concealing immediately accessible tourniquets.
