What It Is
The CERS – Individual answers a specific procurement challenge for law enforcement and EMS agencies: equipping every member of a team for active shooter response without separate vendor relationships for armor, tourniquets, and medical kits. All three components ship as a single pre-integrated unit, eliminating compatibility guesswork and simplifying requisition for budget-conscious agencies.
The carrier is the TacMed™ Responder Plate Carrier loaded with NIJ-certified Level IIIA soft armor panels, rated against common handgun-caliber threats. The one-size-fits-most architecture lets a single pre-staged system serve multiple shift personnel. The Universal Tourniquet Dispenser mounts on the carrier’s ID patch area — front and back — positioning SOF® Tourniquets for immediate ambidextrous access without consuming MOLLE real estate.
The Critical Event Individual Kit uses TacMed’s Signature Series OIFAK platform, an adjustable internal panel system that organizes trauma supplies with consistent positional memory so responders can locate items under stress. MOLLE straps on the kit allow direct attachment to the plate carrier, keeping trauma supplies on-person and accessible during patient contact in the warm zone.
