⚠ EXPORT COMPLIANCE NOTICE — READ BEFORE ORDERING INTERNATIONALLY

North American Rescue (NAR) products are NOT available for international export.

Every HOBAG kit shipped outside the United States — except to APO/FPO addresses (US military overseas) — will have all NAR-branded components substituted with functional equivalents from alternative CoTCCC-recommended manufacturers. Substitutions maintain doctrinal integrity but exact brand-name matching to the US-domestic PDP cannot be guaranteed for international destinations.

Affected NAR components (substituted for international orders):

  • NAR™ CAT® Gen 7 Tourniquet → substituted with TacMed™ SOF-T® Wide or equivalent CoTCCC-recommended windlass tourniquet
  • HyFin® Vent Twin Chest Seal → substituted with alternative CoTCCC-recommended vented chest seal
  • 14 Ga ARS® Needle Decompression Catheter → substituted with alternative decompression catheter
  • NAR™ Tactical Suction (V-Vac) → substituted with alternative manual suction device
  • NAR™ Reinforced HRS Emergency Trauma Dressing → substituted with alternative junctional/emergency trauma dressing
  • Any other NAR-branded item in the kit → substituted with functional equivalent

By placing an order for international shipment, the customer acknowledges and accepts these substitutions. APO/FPO addresses are treated as US-domestic and receive the standard NAR-inclusive kit configuration.

International customers with specific brand or specification requirements: Contact info@tactical-medicine.com before ordering. Custom international quotes and specification confirmations available on request.

The HOBAG™ CITADEL · OP-LINE is the same advanced life support trauma capability as the CITADEL · MED-LINE, built on a low-visibility tactical chassis. Bag platform: Tasmanian Tiger Modular Medic Pack 38 — a 38-liter German-made CORDURA® 700D advanced-life-support platform with an expandable main compartment, six removable transparent MARCH pouches, and a load-bearing removable hip belt sized for the full ALS load. Subdued colorways. Designed for LE, federal LE, DoD-adjacent, contractor, and SOF support audiences who need the same clinical capability as conventional EMS but in a tactical operational signature.

Identical medical contents to CITADEL · MED-LINE. Identical clinical capability. Different audience signal. If you're operating in a tactical environment and the high-visibility EMS civilian chassis is the wrong tool, this is the same kit in the right wrapper — and the load-bearing hip belt carries it comfortably over distance.

FAQ

How is OP-LINE different from MED-LINE clinically?
It's not. The medical contents are identical. The difference is the bag chassis only — OP-LINE on the Tasmanian Tiger Modular Medic Pack 38 in subdued colors, MED-LINE in a high-visibility EMS configuration.

Why the Modular Medic Pack 38 for tactical use?
At 38 liters with an expandable main compartment, it carries the full ALS load — oxygen, IV, diagnostics, thermal — with room to spare. The removable load-bearing hip belt transfers weight off the shoulders for sustained movement, which matters on a 24 lb kit. Six transparent MARCH pouches give scan-and-grab retrieval, and laser-cut MOLLE integrates it with existing tactical load-bearing equipment.

What about modular organization inside the bag?
The Modular Medic Pack 38 carries six removable transparent hook-and-loop pouches. A team medic can pull a single MARCH-coded pouch to address a specific casualty problem, hand a pouch to a partner, or reconfigure the interior for the mission — without unpacking the whole bag.

What audiences typically buy OP-LINE over MED-LINE?
Federal LE tactical teams, SWAT medics, contractor protective details, security teams, range medics, DoD-adjacent personnel, and operational support personnel whose operational signature should not telegraph "EMS" in a tactical environment.

What scope of practice is required?
The CITADEL contains items appropriate for any responder AND items requiring an Advanced Life Support scope. Confirm your training and scope-of-practice authorization before deploying. The HOBAG · GARRISON tier covers BLS-only content.

Does the kit ship with oxygen and IV fluids?
No. The CITADEL ships with the M9 cylinder position and 500 mL IV bag position reserved and labeled, but the cylinder and fluid are NOT shipped. Buyers add these at fielding through local DME or pharmacy. This is standard practice and compliant with FDA, DOT hazmat, and Pharmacy Board regulations.

Is the OP-LINE HSA/FSA eligible?
Yes. The kit qualifies as a Health Savings Account / Flexible Spending Account-eligible medical preparedness purchase.

Evidence & Training Rationale

MARCH Protocol. Contents reflect the current Tactical Combat Casualty Care (CoTCCC) MARCH protocol — Massive Hemorrhage, Airway, Respiration, Circulation, Hypothermia/Head injury — the doctrine for pre-hospital trauma priority across military, federal, and civilian trauma systems.

CoTCCC-Recommended Components. The NAR CAT Gen 7 and TacMed SOF-T Wide are the two windlass tourniquets on the current CoTCCC-recommended list. QuikClot Combat Gauze (kaolin-based) is the CoTCCC-recommended hemostatic. HyFin Vent Twin is one of the CoTCCC-recommended vented chest seals.

JTS PCC Doctrine — Oxygen and IV Access. JTS Prolonged Casualty Care guidelines require sustained oxygen delivery for casualties with airway compromise, hypovolemic shock, or traumatic brain injury, and IV access for fluid resuscitation when shock parameters are met. The CITADEL contents satisfy both requirements at the ALS scope, and the 38 L platform carries the oxygen and fluid load without overpacking.

Lethal Triad — Hypothermia. The TacMed Helios + Medi-Heat thermal layer addresses the third corner of the lethal triad. Active warming + passive insulation is the doctrinal standard; mylar emergency blankets do not meet this standard.

Tactical Integration & Load Carriage. The Modular Medic Pack 38 is purpose-built German CORDURA load-carrying equipment: the removable hip belt transfers a 24 lb ALS load onto the pelvis for sustained foot movement, and the laser-cut MOLLE integrates the bag with plate carriers, war belts, and vehicle stowage. For tactical operators, kit-chassis compatibility is itself a clinical risk factor — a fumbled bag deployment under fire is a time penalty on hemorrhage control.

Competitive Comparison

vs. NAR-4 Tactical Medic Pack and Multi-Mission Trauma Pack: NAR offers excellent bag chassis but typically sells empty or with limited fill, and without a load-bearing hip belt. CITADEL OP-LINE delivers the complete ALS-grade fill on a 38 L German platform built to carry it over distance.

vs. TacMed SOF-Med System: TacMed SOF-Med is purpose-built for tier-one operator individual carry. CITADEL OP-LINE is a 24-hour team medic full-spectrum kit with oxygen delivery and diagnostics integrated. Different operational profiles — they complement each other in a team load-out.

vs. major commercial mass-market kits: Mass-market kits do not typically address tactical operational signature requirements. The CITADEL OP-LINE was built specifically for the buyer who needs full ALS content in a low-visibility chassis.

vs. component self-assembly: Like-for-like component assembly costs approximately $1,950 in parts plus 4-6 hours of labor. The CITADEL OP-LINE price reflects the assembled, organized, and QC-controlled finished product on a premium German tactical platform.

Intended Audiences

  • Federal, state, and municipal LE tactical teams (SWAT, SRT, federal LE)
  • Protective security details and executive protection medics
  • Contractor and security personnel in operational deployments
  • DoD-adjacent and SOF support personnel
  • Range medics and firearms training cadre
  • Wildland fire/tactical EMS hybrid teams
  • Federal LE training cadre and program lead medics
