No CoTCCC annotation is applied to any item in this kit, and that needs explaining because the marketing copy for CHARLIE says otherwise. Three places in the legacy description state the kit adds a C-A-T® tourniquet, which is CoTCCC-recommended. The assembly contents list names a R.A.T.S. tourniquet, which is a different device and is not on the CoTCCC list. Both cannot be true, and until the assembler confirms which one actually ships, no recommendation claim can be made — confirm before ordering if a named device matters to your protocol. Three further caveats. The hemostatic here is a topical spray, not an impregnated gauze; TCCC hemorrhage control is built around hemostatic gauze packed into the wound and held under pressure, and no spray, powder or granule is on the recommended list, so a service that needs hemostatic capability should add a recommended gauze. The chest seal is listed only as a 4 in. × 4 in. transparent seal with no brand and no statement of whether it is vented. And several items here are provider-level and governed by scope of practice: the BVM, the OPA kit, the cervical collar and the lidocaine-containing burn spray all assume training and medical direction. The series weights also remain inconsistent — ALPHA 7 lb, BRAVO 4 lb, CHARLIE 5 lb, with each tier containing the one below it. Nothing on this page is medical direction or training.

Where it sits in the ladder: ALPHA is first-aid, BRAVO adds assessment and basic airway, CHARLIE adds hemorrhage control, ventilation, oxygen delivery and immobilisation, DELTA adds the oxygen cylinder and regulator, and FOXTROT is the full ALS loadout. CHARLIE is the step where the kit stops being something anyone can open — a BVM, an OPA and a collar all need someone trained and authorised behind them.
