Public-access bleeding-control installations — schools, houses of worship, workplaces, AED cabinets — where a single pouch hangs beside the defibrillator without taking the space of a trauma bag · Patrol officers carrying on the belt or in the vehicle, where the carrier was designed for one-handed retrieval · EMS staging it in a first-in bag as a second tourniquet, because two-extremity injuries are not rare · Trained civilian responders wanting faster access than a backpack IFAK gives them.

This is the public-access tier: Extremity hemorrhage and wound coverage, nothing more. It does not replace a full IFAK, which adds airway adjuncts, chest seals, hemostatic gauze and decompression capability for providers trained and authorised to use them. Tourniquet application, wound packing and pressure dressing are trained skills — take a bleeding-control course, and dry-run the kit before you stage it.

Q: Is the TMT actually CoTCCC-recommended like the CAT?

A: Yes. The Tactical Mechanical Tourniquet (TMT™) by Safeguard Medical is on the CoTCCC list of recommended limb tourniquets. Both the CAT Gen 7 and the TMT carry that recommendation. They are clinical equals; the TMT differentiates on a wider 2″ band and a single-handed quick-detach clip.

Q: Can a bystander with no training use this kit?

A: Yes — that is the design intent. The TMT requires turning a windlass until bleeding stops; the Emergency Bandage requires pulling a bandage over the wound and tightening the closure bar. Both are bystander-capable with the printed instructions in the pouch. A 30-minute Stop The Bleed course dramatically improves outcomes.

Q: Does this kit replace a full IFAK?

A: No. This is the public-access tier focused on extremity hemorrhage and wound coverage. A full IFAK adds airway adjuncts, chest seals, hemostatic gauze, and decompression capability for trained responders. Pair this kit with a larger IFAK for operator carry.

Q: Will the pouch fit on a standard duty belt?

A: Yes. The RAP Mollie Carrier is MOLLE/PALS-compatible and fits directly to plate carriers, chest rigs, and law-enforcement duty belts via the integrated MOLLE channels. Total kit weight is 6 oz, so it does not meaningfully load the belt.

Q: Can the TMT be applied with one hand?

A: Yes. The TMT was designed for single-handed self-application — the routing buckle and quick-detach clip accept the band one-handed, and the windlass turns with the strong hand. Practice is required: dry-run the kit twice before you stage it for duty.
