The assembly list names one tourniquet with no make or model at all, and the series ladder describes the CHARLIE tier as adding a C-A-T® while CHARLIE's own contents list names a R.A.T.S. — so which device ships in this fill is genuinely unresolved and no recommendation claim can be made. Confirm before ordering if a named device matters to your protocol. Four things to plan for. The oxygen cylinder ships empty, as carrier regulations require, and must be filled by a licensed medical-gas supplier before the kit is of any use — budget that step into deployment. Oxygen administration, ventilation with a BVM, placement of an oropharyngeal airway and application of a cervical collar are all provider-scope, governed by training, licensure and medical direction; this is not a kit an untrained person should open. The hemostatic is a topical spray, not an impregnated gauze, and no spray, powder or granule is on the CoTCCC recommended list, so a service needing hemostatic capability should add a recommended gauze. And two smaller inherited issues persist: four exam gloves for an ALS-level kit is thin, and the ten ammonia inhalant ampules reflect tradition rather than current practice. Where it sits in the ladder: ALPHA is first-aid, BRAVO adds assessment and basic airway, CHARLIE adds hemorrhage control and ventilation, DELTA adds the oxygen source, and FOXTROT is the full ALS loadout. The step from CHARLIE to DELTA is a capability step, not a supply step — a BVM without oxygen delivers room air, and this is the tier that changes that. Most of the 11 lb is the cylinder and regulator; a bag with a dedicated D-cylinder compartment carries it far better than a general pack.
