CoTCCC recommendation applies to the C-A-T® tourniquet, QuikClot® Combat Gauze® XL, the ARS® needle decompression device and the vented HyFin® seal in each combo pack. It does not extend to the nasopharyngeal airway, the Guedel airway, the burn dressings, the splint or the non-vented seal — the legacy listing named the NPA among the CoTCCC items, and that is incorrect. Each USMC HyFin® combo pack holds one vented and one non-vented seal, so the recommendation attaches to half of what is in the pack. Provider scope: the ARS® needle decompression devices and both airway adjuncts are for trained personnel operating within their own scope of practice and local protocols, and the ARS® is restricted to sale by or on the order of a licensed practitioner. The manifest above mirrors the issued kit, which is the point — restocking to it preserves the exact equipment profile the CLS operator trained on.

The equipment-profile argument matters more than the convenience one. A CLS operator under stress reaches for what they trained on, and a kit rebuilt from whatever was in stock is a kit that behaves differently on the worst day. Note this is the Marine Corps configuration — the Army CLS resupply is a different set, and the two are not interchangeable.
